Voted Against Pelosi's Partisan COVID-19 Package
 
Introduced the Second Amendment Guarantee Act
 
New York’s SAFE Act is unconstitutional and a clear infringement on the 2nd Amendment rights of law-abiding New Yorkers. The Second Amendment Guarantee Act will not only void the SAFE Act and award New Yorkers with any damages caused by this unconstitutional law –
it would prevent other states across the country from further limiting and banning constitutionally protected firearms. I am introducing this bill at a critical time, as Democrats and the White House are pushing Far-Left gun control measures including gun bans.
 
Offered Amendment to PRO Act
 
I testified before the House Rules Committee on my amendment to the PRO Act. My amendment would have removed the job-killing ABC test for worker classification -- but House Democrats rejected it. I will continue to fight for the freedom of America's entrepreneurs and independent contractors.
 
This Week in The People's House

On Tuesday, I voted against H.R. 842 - the PRO Act. I strongly support the right of American workers to freely choose whether or not they join a union. The PRO Act eliminates employees’ right to secret ballot elections, strips protections for workers’ private information, and allows unions to boycott businesses that are not even subject to union votes. Worst of all, the bill implements the restrictive “ABC test” for independent contractors, which has already proven to devastate small businesses, limit opportunities for self-employed independent contractors, and stifle entrepreneurship since its implementation in the State of California. I offered an amendment to scratch the job-killing test from the bill, but Democrats’ rejected it. Democrats should be coming together with Republicans to reopen the economy by supporting American workers and encouraging entrepreneurship and innovation, not slamming through previously failed policies without hearings or bipartisan consideration.
 
 
 
 
I also voted against H.R. 9 - Bipartisan Background Checks Act and H.R. 1446 - Enhanced Background Checks Act. I voted against these unconstitutional gun control bills because I am proud to have one of the strongest records of protecting and defending our 2nd Amendment Rights in Congress on behalf of the North Country.

 
 
 
Introduced Bill to Counter Chinese Espionage Efforts at American Colleges & Universities
On Wednesday, I reintroduced the Stop Higher Education Espionage and Theft (SHEET) Act. The Chinese Communist Party is actively spreading propaganda and engaging in intellectual property theft and various forms of espionage on American college campuses. This bill would implement simple measures to combat these malign activities, protect the integrity of our academic institutions, and safeguard the national security of the United States.
Announced Boutique Air to Provide Essential Air Service at Massena Airport 
 
The United States Department of Transportation has selected Boutique Air to provide Essential Air Service at Massena Airport. Boutique Air will provide 21 nonstop, roundtrip flights per week from Massena International Airport to Baltimore/Washington International Thurgood Marshall Airport and/or Boston Logan International Airport. I have long advocated for the Essential Air Service program, as it provides critical funding for our rural airports and allows our rural communities greater access to travel.
Cosponsored Legislation to Establish Office of Intelligence at USDA
 
On Monday, I helped introduce the Agriculture Intelligence Measures (AIM) Act. This legislation would ensure the Secretary of Agriculture is fully informed of all imminent domestic and foreign threats against American agriculture. In the North Country, we are especially fortunate to have safe and reliable access to an abundant food supply thanks to our farmers and agribusinesses, but the COVID-19 pandemic has certainly taught us that the supply chain is vulnerable and must be protected. I am proud to cosponsor this legislation to encourage interagency coordination and protect our farms, food, and industry from threats both foreign and domestic.
Announced $1.4 Million+ Grant for
Jefferson County Head Start
 
I am excited to announce that more than $1 million taxpayer dollars will be returned to the district for the Head Start program of Jefferson County. Our North Country Head Start programs are more important than ever, as many children in our communities have tragically missed out on in-person learning due to the COVID-19 pandemic.

I’m proud to have championed the National Security Commission on Artificial Intelligence in the House of Representatives to establish a blueprint for how the United States can lead the world in Artificial Intelligence.

District Meetings and Events
Met With Advocates for Muscular Dystrophy
On Wednesday, I met with constituents from the Parent Project for Muscular Dystrophy to discuss muscular dystrophy research and how to raise awareness, promote advocacy, connect the community with these issues, and broaden treatment options for patients.
Joined the Jefferson-Lewis School Board Association's Legislative Discussion
 
Today, I joined the Jefferson-Lewis School Boards Association for their annual legislative meeting. I provided an update on the $5 billion in federal funds I helped delivered to North Country school districts since the beginning of the pandemic, and emphasized my commitment to providing additional resources to combat mental health issues and food insecurity, and increase access to broadband for rural students. The insight and feedback from local educators is invaluable as I continue to fight on their behalf at the federal level.

In Case You Missed It: My Op-Ed on the Stronger Child Abuse Prevention and Treatment Act
 
The COVID-19 pandemic has affected seemingly every aspect of our way of life. It has taken our loved ones, devastated our economy, rocked our healthcare system, and shuttered our schools. But perhaps, most tragically of all, it has had devastating effects on our children.
 
Experts believe that the rise in job loss and economic instability, coupled with measures including lockdowns and school closures, has caused a drastic, hidden surge in child abuse and neglect. The full impact of this crisis remains unknown, as children are spending less time with teachers, caretakers, coaches, and other adults who most often report mistreatment.
 
Child protective services agencies and community-based organizations continue to work on the front line of this crisis, but Congress must do its part to address this tragic reality. Fortunately, there is an opportunity to do so in the coming week — by voting for the Stronger Child Abuse Prevention and Treatment Act.
 
I’m co-leading this legislation with a bipartisan group of my colleagues on the House Education and Labor Committee to help states improve the effectiveness of child protective services, strengthen networks of prevention services to support families, improve coordination and data-sharing between states, provide states resources to develop statewide networks of family services, and increase collaboration with parents and other members of the community in planning and implementing supportive services.
 
I co-authored a critical provision in the bill that will establish a national child abuse hotline. The hotline would serve as a life-saving resource for abused children and as a tool for adults seeking advice upon witnessing signs of neglect among children in their neighborhoods, apartment buildings, and communities.
 
The Stronger CAPTA Act, and particularly this bipartisan provision to establish a national child abuse hotline, comes to the House floor at a critical time in which we can make urgently needed improvements to measures that will prevent child abuse in the months and years ahead. The Stronger CAPTA Act will fund research on child abuse and neglect prevention and treatment strategies, improve technical assistance networks to help local providers put these strategies into practice, and enhance professional development opportunities for child welfare staff.
 
Every member of Congress has a solemn responsibility to help America’s children during the crisis we face and to provide them with a safer, better future. This week, we have an opportunity to do just that. We must come together to pass the Stronger Child Abuse Prevention and Treatment Act. Millions of children in America depend on it.
