Washington, D.C. - Congresswoman Elise Stefanik’s Foreign Adversary Communications Transparency (FACT) Act, which would counter the malign influence of Communist China and other foreign adversaries on the United States’ telecommunications infrastructure, passed on the House Floor with unanimous bipartisan support.
“The Foreign Adversary Communications Transparency Act that I introduced will stop Communist China from infiltrating communication infrastructures in the United States. Communist China is using every tool at its disposal to surveil Americans including establishing and exploiting relationships with telecommunications companies. It is imperative to combat this malign behavior and the House passage of my FACT Act is a step in the right direction to achieve this goal. I look forward to working with the Senate to get it signed into law to protect our national security,” said Congresswoman Elise Stefanik.
Specifically, the FACT Act will require the Federal Communications Commission (FCC) to publish a list of every entity that both holds an FCC license or authorization and has any ownership by foreign adversarial governments, including China, Russia, Iran, North Korea, Venezuela, and Cuba. This public disclosure requirement will ensure that the FCC knows when telecommunications and technology companies have a connection and foreign adversary.
