Washington, D.C. — Today, Congresswoman Elise Stefanik, a senior member of the House Armed Services Committee, released the following statement celebrating the passage of President Trump’s landmark legislation out of committee to modernize America’s military and strengthen national defense:
“I am proud to help deliver this historic investment in our national defense, fulfilling President Trump’s bold Peace Through Strength vision and restoring American military dominance. This generational legislation strengthens our defense industrial base, secures our borders, deters Chinese Communist Party aggression, and most importantly, ensures our warfighters have the tools they need to defend the homeland and protect American interests around the globe,” said Congresswoman Stefanik.
“Crucially, this bill includes my top priority: fully funding the groundbreaking Quantum Benchmarking Initiative supported by Rome Labs. This cutting-edge partnership between DARPA and AFRL-Rome will make the U.S. the global leader in quantum computing by setting the standard for what constitutes a ‘useful’ quantum computer. I have consistently championed this initiative as the cornerstone of America’s next-generation defense technology strategy. With this funding, we are accelerating the race to quantum advantage and sending a clear message that the U.S. will not cede technological leadership to China.”
This legislation, a piece that will be included in the One Big Beautiful reconciliation package, was developed by the House and Senate Armed Services Committees in close coordination with President Trump. This bill represents the largest single investment in U.S. defense capabilities in decades.
Key Provisions of the Legislation Include:
- $25 billion in targeted defense investments aligned with President Trump’s “Golden Dome” initiative.
- Funding to secure the borders and combat illegal immigration.
- Major enhancements to DoD financial efficiency and audit readiness.
- Support for servicemember pay, benefits, and quality of life.
- $250 million for DARPA’s Quantum Benchmarking Initiative in partnership with Rome Labs in NY21.
